Kelly MORGERO Special Secretariat of the Federal Revenue of Brazil (RFB)
Kelly Morgero holds a Master’s degree from the University of São Paulo (Brazil) and a second Master’s in Financial and Tax Administration from the Institute of Fiscal Studies, Spain. She also holds a Postgraduate degree in Customs Law and International Trade from the Catholic University of Brasília. Since 2009, Kelly has been working at the Special Secretariat of the Federal Revenue of Brazil (RFB), focusing on areas such as the origin of goods, customs valuation, and Authorized Economic Operators. Kelly represents Brazil Customs on the Mercosur Committee for Rules of Origin and the Community of Portuguese Language Countries (CPLP). She currently holds the position of Vice-Chair of the WCO Technical Committee on Customs Valuation.
